In order to alleviate manpower shortage in the construction industry, the Construction Industry Council (CIC) launched the "Intermediate Tradesman Collaborative Training Scheme"(ITCTS) in 2017 to train up new entrants. Under the scheme, trainees are recruited on a first-hire-then-train basis and primarily trained on-site. In support of the scheme, Hong Kong Institute of Construction (HKIC) provides subsidy to employers and trainees.
Employers who are interested in the Scheme can submit an ITCTS application form indicating their proposal to HKIC. Upon approval by HKIC, the employer can then recruit suitable trainees and provide training to the trainees under HKIC's supervision. Duration of training is from 1 month to 6 months, which is subject to different trades.
